These are a collection of about 25 natural thermal baths, located high up in the Andes mountain range, with a glacial melt flowing casually past (for the brave). It's incredibly cheap to visit on a 4 hour pass, and this gives you plenty of time to enjoy the baths. A surprisingly off-the-beaten-track destination, at least it was in 2013 when I visited, to access Papallacta, you must either take the bus from Quito to Tena, or the other way round, Papallacta is a stop along the way, and it is really a small village on a little track that leads up to the baths. Quite the mountain retreat. There isn't really anywhere to stay here (though that may change) except the expensive spa hotel next to the baths. So your best bet is to do a day trip (buses run throughout most days)
